Donegal County Council is to increase its budget by 6% to more than €154,400,000 for 2020.The council will meet today to discuss the budget for the year ahead with an increase in spending of more than €8M on last year’s figure sought.The council’s CEO Seamus Neely will outline the council’s plan for the spend and where the money will come from. A draft budget plans shows that €118,576,123 of the budget needed will come from Local Property Tax, rents, fees, charges, loan repayments, grants and certain reserves.The council has also outlined where it plans to spend the budget in the coming year.A total of €20,649,032 will go on housing a building but more than double this, €48,199,128 will go on road transport and safety.The council does not propose to commercial rates on top of the rate revaluation which will not start until 2022. 14 June 2010 It was all systems go in Rustenburg on Saturday night as football’s version of the American Revolution played out in front of nearly 48 000 fans at the Royal Bafokeng Stadium. While England squared off against the USA on the pitch, in the stands it was a contest between the two biggest packs of travelling fans to the 2010 Fifa World Cup. The USA leads the pack in terms of international ticket sales, with 142 000 tickets sold for the tournament, followed in a close second by the United Kingdom with 104 000 tickets sold. On Saturday, the Royal Bafokeng Stadium and the town of Rustenburg were awash with the red and white of St Georges Cross and the red white and blue of the American flag. Old rivalries might have been renewed on the football pitch, but in the pubs and bars of Rustenburg new friendships were being made. Fans were heard learning to speak Setswana (the local language) and how to blow a vuvuzela. And the word dumela – Sestwana for “hello” – was among the most common phrases to be heard.‘People here are so warm and friendly’ For Alex Zakipour, 14, the World Cup is the beginning of greater things. It is his first World Cup and his first visit in Africa. “I am here with my father and we have been here for a week. This country is so great. I visited places like Soweto, where I was at Maponya Mall, and I also saw the house of the former President of this country, Nelson Mandela. “People here are so warm and friendly,” said Alex. “I thought the welcome was reserved for Johannesburg only, but I am surprised with the welcoming we received here in Rustenburg. “We are here until next week Tuesday and I am enjoying every moment. After this experience, I will not miss the next World Cup”.‘I want to come back next time’ Another excited fan was a five-year-old Tre Scherz from Leeds in England. Dressed in red and white, she could not hide her excitement. “The food here is perfect and I am having fun,” said Tre. “I am here with my father and my grandmother, and we are having fun. We travel a lot and meet people. I want to come back next time.” The local language might have been popular, but it was the Rustenburg food and drink at the PH Network Cafe outside the stadium that attracted England and USA fans Daniel Dade, Christine Drysdale, and Helen and Gerry Kane. “The World Cup in South Africa made us to meet,” said Drysdale. “I am very happy I met Gerry and Helen. They are very nice people and we are going to visit them in the States. People in Rustenburg are very friendly and I am enjoying my stay. We had a braai (barbeque) and made a few friends from Portugal, South Africa, United States and even Botswana.”‘The opposite of what I read in the media’ Teri Dukel from Cincinnati in the United States had the privilege of doing something for less privileged South Africans when she donated school uniforms to needy learners in Soweto. “I am happy I have done something for some people,” Dukel said. “We bought school uniforms for some learners. We moved around and identified a school where we asked for names of children who might need some assistance. “People in South Africa are friendly and I can’t believe what I was reading in the media is actually the opposite of what is happening here,” said Dukel. Rustenbug residents were equally excited to have so many guests in their city. Tshepo Pule had a chance to braai with Stephen Clark and Matt Henry from England. “These guys are so amazing,” said Pule. “Rustenburg is buzzing with red, white and blue. This is a moment I will never forget. “I have been teaching them some Setswana words like ‘dumela’ (hello), ‘ke a leboga’ (thank you), ‘dijo’ (food), and ‘tsamaya sentle’ (go well). Comparing the cost of an efficient refrigerator to the cost of PVI’ve been measuring its energy consumption and after about six weeks it looks like we’re headed for an annual energy usage of 260 kWh, unless it goes way up in the summer.I gave the Maytag away. (I learned to my chagrin that all three of my work colleagues who immediately responded to my offer were intending to use this as a second, in-the-basement fridge.) The GE seems quieter than the Maytag, which we appreciate.One test I use to evaluate whether something is a reasonable energy investment is to look at kWh saved and compare that with the cost of solar electric capacity to generate the equivalent amount of energy. In my opinion, this is reasonable, as long as the investments being compared have similar service life. I thought that a fridge mightn’t last as long as a solar electric system, so this wasn’t an optimal comparison. Anyway, here on Martha’s Vineyard we see that one watt of PV will make about 1.3 kWh/year, and has a marginal cost before subsidies of perhaps $4 – $5. If the GE fridge saves 400 kWh/year, that’s the output of about 300 W of PV costing $1,350 (assuming a cost of $4.50/watt for PV). So the fridge looks good. * The most efficient refrigerators are actually still Sunfrost, but the margin is getting smaller, and the PVs cost less per kWh saved, and plus they are a pain to actually use because they are cube shaped so you need orangutan arms to reach half the stuff. I checked the Energy Star ratings and learned that the most efficient refrigerators were 16.5-cubic-foot models made by GE*, and that they didn’t make them anymore. This despite the fact that these units were well reviewed by owners.Moving up to an 18.1-cubic-foot unit added 11 kWh/year, so after a few days of trying to find the last 16.5-cubic-foot model left, I capitulated to being an American and found that the 18.1-cubic-foot one I wanted was also discontinued in favor of a newer version that used more energy. Duh. (Are you sensing a trend here?)I found the one I wanted, on sale as it happened, being discontinued and all, and bought it. It cost $517 shipped to Martha’s Vineyard (land of “No Free Shipping” Zip codes). It does not have an icemaker. It is rated at 335 kWh/year. The old refrigerator uses too much electricityAnyway, being a complusive measurer, I plugged the Maytag into a kWh meter and measured its usage during March. This is a time of year where the house is perhaps slightly cooler than average. The annualized energy usage was 655 kWh. I knew I could do better, and maybe find a quieter refrigerator also. The not-so-cool discovery was that 75% of this energy comes from heating the molds to release the ice. Duh.Oh, and the ratings you see on the big yellow sticker don’t include the energy used by the icemaker, apparently because someone decided it would be too hard to measure. Double duh. After a solid stretch under David Robinson, San Antonio had a single terrible season at the perfect moment, capturing the consensus No. 1 draft pick. In 2014, they had their biggest comeback ever, and in 2015, two Jaguars reached 1,000 yards receiving (after none did in the previous nine seasons).
